The answer is 'yes'. Satisfactory means it's a valid reason other than "I don't wanna". In these situations the usual gambits are either: 1. The President formally resigns. As Jacques explained, Luke's given a satisfactory reason for not turning up to the next few committee meetings preceding the AGM, so the committee isn't required to declare the position vacant per s17.2. If Luke resigns then s17.3 requires us to elect a new president, but this hasn't happened (yet). I don't think there's any need to elect a new president before the AGM.
