Packet sequence_number for MAC

Hello,

I am sorry to bother you again. I am having a new question concerning the 
SSH protocol and hoping you can help me out once more.

It's about the packet sequence_number needed for the MAC calculation (RFC 
4253, Section 6.4). It says, the number is 'incremented after every 
packet'. Does it mean one counter for received AND transmitted packets or 
are there two seperate counters for rx and tx each?
