[ucc] ADSL and Phone Line

Hi all,
Here's a question for those of you familiar with the phone network,
etc.
I want to sign up for ADSL in my new house. The house has a phone
line, but I'm not subscribed to a Telsta service, i.e. I don't
have a phone number.
I dont't really want to be connected to a land-line phone -- why use a
phone when you have a cellphone, e-mail and instant messaging?
Do I really need a phone connection? My guess is `no' because I don't
see any reason why it is required. With ADSL no actual phone call is
made.
I asked WestNet about this and the first time they said a Telstra
subscription is not required. Then I asked why they wanted an "ADSL
Line Number" on their signup form and another support staffer said
that ADSL requires a phone line that can make outgoing phone calls.
