Yes. I have been an administrator for a medium-size Joomla! site (now 
counting about 1000 members) for three years now, and I've done 
contracting work using Joomla! as a base.

I can assure you that Joomla! is nothing but a trail of broken promises 
and poorly-implemented extensions.
