[CDG5] Notification Manager

No central list, just productive chaos.

For my own part, in August last year I took a deep dive into the CubeE
source tree and got it round-tripping with some help from a
ROM-to-object-file tool. But actual reversed sources only made up 30% of
the "main code" binary, and those were all asm. Lately I found the
correct version of Apple's C compiler and got some of the C sources
round-tripping. This leaves nearly half of the ROM being built from
source. Here is the actual source, and my you-beaut build script:

Given your 68k asm skills, it would be awesome to get you on board with
the CubeE project. I also have a comprehensive reversal of the whole
NanoKernel version history on hold, which I will get to over the summer.

Daniel and Max have great stuff going on, but they'd be the best people
to show it off.
