It does not seem to do anything but AFAIK -prom-env puts things in nvram 
so if the format is standard it could be picked by OpenFirmware but that 
does not seem to happen for some reason.

Yes with ROM from a real machine it should boot OpenFfirmware and it seems 
to work to some degree as it inits devices and GPU but can't get picture 
or serial output for further debugging yet.
