You can be a student at another university and still be a guild member. 
  UniSFA rorted this in 2003 or so when Pam McCutcheon (An ECU student) 
was allowed to be an office bearer (Librarian) of UniSFA because she 
joined the UWA student guild.

Whether or not you want to give such potential members discounts is 
another kettle of fish entirely.
