I thought we'd been through this. /etc/passwd will be fine. We can either
assign usernames of form dev-001 or prefix chosen logins (with 00 or
something).

This is not so much a blocker as a potential speedbump - if we have to
change the way people log in in a month, then so be it. There are other
methods of allowing developer logins.
