[committee] Non-comformance with UWA Spam Policy

Hi guys

UCC is still one of the top senders of outgoing spam. Looking into this,
it's due to the UCC's non-conformance with this part of the UWA Spam Policy:
  Tagged spam will not be forwarded to an external email address, such as
  a personal hotmail address.  This is to prevent the University from being
  blacklisted as a sender of spam.

Typically the UCC sends over 1000 spams out per day. I've looked into it,
and this is almost entirely tagged SPAM being forwarded out to external
member addresses. An increasing number of internet sites use the amount of
"spam" arriving as metric when deciding whether or not to blacklist a site;
the fact that the mail is forwarded often does not matter.

Can we have an estimate as to when this will be fixed? The policy is here,
