[committee] Fresher Guide draft

I'll just blame Steve Jobs for all the formatting weirdness in the first 
version I put up. OO.org to the rescue here, for once.

There's a proper-looking one now in its place with a few updates. It still 
needs to be adjusted to fit into the same number of Letter pages, and I'll 
get onto that in the morning.

For now though, there's a better draft that won't make eyes bleed. Thanks 
to those who've prodded me with issues to fix thus far :)
