[committee] Protecting the rainy day fund

We will indeed be pushing hard for the guild to pay our moving costs, 
particularly fitting out power, network, benches and aircon. There will 
however be a lot of things that they won't pay for - painting, MR wall (as 
the storeroom is too small), probably want new carpet, blinds, door lock, 
snack and coke machine recesses, shelves, etc. There is also the matter of 
a main user server upgrade for martello - around 4k. I have been hearing 
whispers that the guild will try and use the Lion Nathan grant fund to pay 
for the move. Given that it only has ~$16k in it, it will be thinly 
spread.

WE ONLY GET ONE CHANCE TO DO IT RIGHT. Once the new clubroom is done, then 
we can maybe reinvest 100% for a few years. I am completely against the 
idea of locking up the entire amount now and not benefiting at least a 
little from the total.

The actual amount that we decide to invest is for the moment irrelevant - 
40k or 50k, it should have exactly the protection in the constitution. Can 
we please focus on that for now.
