[committee] New Agenda Magic

Hi All,

I've noticed we spend a lot of time in meetings just writing down stuff
that we could have reported before the meeting. Also, I have a memory like
a sieve, so I end up giving three bits of report throughout the meeting.
Anyway, to make our meetings faster and our minutes more comprehensive, I
have written a very short script so that committee members can pre-fill
their reports. It's called vigenda, which is easy to remember because it
sounds a bit like vagina.

Vigenda is currently on motsugo and mussel, but you may need to open/reset
your terminal to get your path variable to reload. Vigenda is currently
open to all users, mostly because wheel members seem to drop their
additional groups every other day. On the flipside, I've implemented
logging in the same file that the agenda script uses, so we will be able
to tell if anyone screws around with it.

PS: my scripting foo isn't the best, it works, but it would be great to
have a timeout on it. Anyone know how to do that?
