[committee] Constitution Page Updated

[Bob Adamson]

I've updated the http://www.ucc.asn.au/infobase/policies/const.ucc page 
with the new constitution. Could a couple of people please check it 
matches the pdf (linked to on the page)?

I've double checked all the links work, but things like tiny/huge spelling 
and grammar issues may have gotten through.
