[committee] The Stairwell and SOC situation

Hi Chris,
The Guild Council have elected a representative from the group of
ordinary guild councillors to be the Chair of the Tenancy Committee.
It may well have been the SOC VPs role back in the day, but I couldn't
speak on that given in the last three years, I've not seen the
committee meet once.
