[committee] Prices for Club Hosting

Several proposals:

   - Membership price (or $25 suggested by Bob) p/a for hosting equivalent
   to what members can do; or
   - $50 for VPS

What are people's opinions?

Also, I think the billing period should be in late Sem 1, to avoid the chaos
that is sometimes AGMs and new committees.
