[committee] Matlab license for UCC

I have not used Matlab before, but based on what I have heard of it I  
think this is a good idea.

Mathematica might be cool to have as well, but the licensing is a bit  
annoying and expensive (You have to pay for it annually), and I  
suspect it is less widely used than Matlab (at UWA).
