[committee] Postponing reports etc

Personally, I think that postponing the reports is not going to aid things.
  The normal items can be dealt with pretty quickly if everyone 
keeps their reports short, and we can get the machine technical reports 
(which need doing: meersau is in some superposition of up and down 
states) and reimbursements put through quickly, and then get to the big 
issues at the end.

Given these issues will fill whatever time we give them, let's leave them 
to the end so that other things are not forgotten.

On the bright side, we might get the winadmin policy we clearly 
desperately need out of this.
