[committee] Greeting UCC from CASSA!

I'm generally in favour of this, on a couple of conditions:

- The box is only used as a web and irc server, and not a gateway for all 
cassans to get external internet access.

- We reserve the right to turn off the machine if it has a security 
breach.

- We reserve the right to turn off the machine if it is adversely 
affecting our network or connection.

- They pay $25 per year for hosting like CSSC does (due after three months 
of hosting, if it goes on that long).

I haven't had a good read of our member VM rules (do they even exist?), 
but I assume they are very much the same.
