[committee] Possible coke/door revision

The groups are practically merged already, we only have 2 members of door 
who aren't on coke, and 5 on coke who aren't on door (some wheel members 
are not listed as being on door, I am not counting them).

The only downside I can see is to those members who want to be on coke but 
are unwilling to attend cleanups (the vast majority of coke, including 
myself, don't do coke runs with any regularity).

It need not be implemented as a strict merger, but can rather be an 
expectation for which committee can make exceptions if need be.

The main advantages of this are the guarantee that there will always be a 
coke member in the room, and having a more natural way of purging people 
from coke (not attending cleanups).
