This a substantial improvement over last year's EMP - the risk analysis is much more detailed and thorough, and the tabular layout makes it far easier to read than the linear layout used for the past two years.
In regards to loss of power, I'd highly recommend having a generator on site rather than hiring one when the power fails. You don't need one rated for all the user machines, just enough to keep lights and refrigeration going at least.
One potential control for vehicle movement and lack of parking space hazards could be marking out a rough parking layout. You tend to get much higher density, ordered parking when you can plan it in advance, and it can be safer.
