[committee] Camp Mailing List

Hi,

One of my recommendations after the 2013 camp was to have a dedicated 
mailing list to make it easier to find relevant conversations, rather 
than just using committee@

Since people in #committee seem to like this idea I have implemented it.

In theory this email should go to both committee@ and the new camp@ 
mailing list.

Basically this is so the camp related emails get archived in their own 
list. Such emails should obviously still go to committee@

Unfortunately I don't know how to stop duplicate emails.

If you have a better solution you can just undo all this.

PS: Also you should probably send emails on list; last year there were 
quite a few off list emails.
