[committee] Door/Group, Wheel/Group Review

I would like to remain a doorgroup and wheelgroup member.
I have placed a doorgroup form with the other incoming forms.

While the Wheel Ethical Guidelines do continue to succinctly cover a
number of basic collaborative points, I am concerned that new members
of our other volunteer groups (e.g. door, door-as-coke, web, committee)
may not be explicitly invited to live up to the higher standards of the
previous consolidated "Guidelines for UCC Groups" document.
