The tagging is simply a way to verify that the equipment has actually 
been tested - it's not like it costs extra to put a sticker on the cable.

I really don't see UCC has much choice about this - you can (and should) 
argue about how _often_ leads and equipment need to be tested+tagged 
(and do it before you do the test+tag, so they can put tags with the 
right expiry date on), but there's no way you'll ever be able to get 
away without _any_ test+tag on all the gear. The university just can't 
allow it...
