[committee] [wheel] Removal (suspension) of Frekk from wheel

Under direction from a 4/7 majority of committee (4 voting for, 3 with
no response) I have removed the `x` account from GID 512 and
re-commented Felix's wheel key (the change was not yet pushed). I have
NOT removed the account from the wheel@ mailing list, as this is still
just a suspension.
I expect someone from comittee will be emailing with the official
interrim decision soon, but the discussion on IRC/Discord was that 4/7
of the committee voted to suspend Felix from wheel until the next
comittee meeting for unethical behaviour.
