what means the dropbear dependency on glibc-devel?

libutil should come with your cross toolchain and is among those files
you're supposed to copy to your rootfs. So there's nothing extra to
compile. The instructions given in INSTALL worked for me. And it's
always useful to check ./configure --help for other options.
