If access from WAIX sites is an issue then use irc.omen.com.au or one of the
many other WAIX accesable servers. If you still need to use the ucc server
than use mermaid.waix.ucc.gu.uwa.edu.au or one of the many aliases.

Is the issue you have just that the few people with O/S lines can't use them
from WAIX hosts? (Why would you want to anyhow?)
