[tech] Debian Potato Freeze

Well, Debian just froze potato. We may as well organise this now - 
which machines should stay on the "stable" potato and which should
track the new unstable, Woody?

In particular, does anyone mind if I dist-upgrade mussel (once the
UWA mirror gets in sync with the official one) so that it gets on
to woody with a minimal change? I'll fix any problems that occur.
