[tech] fnctl problems on mermaid

Once again, mutt on mermaid is having problems trying to lock mailboxen.
It can only open them in read-only mode, and frequently reports that
fcntl() has returned system error number 37: "No record locks available".

Maybe we need to recompile it with support for a different kind of file
locking.  I hate incompatible NFS implementations.
