[tech] argus, ntpdate, viw on hydra

viw doesn't seem to be working properly on the README file - Mark
had an rcs lock open on it... I can't see anything obviously wrong
but now it doesn't actually gain the lock. ::-/

I installed ntpdate and stepped the time on hydra - it thought it
was Saturday already. I'm not decided whether we should go the whole
hog and run ntpd constantly - let's see how accurate the clock is. ::-)

Ben compiled argus and put it in /usr/local/src, and I've been
fiddling with it a bit. Don't consider it a permanent install yet,
but it looks very cool - Netflow for Berkeley Packet Filters.
