Yes, but 1 pair means if a single fibre core fails you're back
to cat5 until you have it re-run (at close to the full original
cost).

2 pair is a sensible minimum, and 4 pair is more common as a
minimum run (on the usual principle that it's not much more
than 1 or 2 pair).
