[tech] problems with TV-out

OK, it is working now.  Thanks especially to Leighton and Dunc.  The 
problem was that in overlay mode, the output was the
758x56 kind.  When I set it to no overlay, just simple clone it worked 
fine.  If I then set the clone such that the TV resolution was set at 
758x526 then the problem re-occured, this time with the desktop.  Having 
the TV resolution set at 800x600/758x400/640x480 fixes all the 
aforementioned problems.
