[tech] All of WAIX is back on freenets

Hi all,

After a few weeks of prodding AARNet via [LAW], freenets now includes WAIX 
hosts again. It turns out that despite 
http://counter.wa.aarnet.net.au/pub/nfa/config/ being updated, it no 
longer reflects what's free. Since December 2006, 
http://cpe-uwa-es1.aarnet.net.au/data/config/ is actual list used for 
charging. ITS has updated the script used to generate 
http://charon.ucs.uwa.edu.au/freedata/ so madako's firewall again lets 
through iiNet, Internode and other WAIX networks that were blocked for a 
few weeks.
