[tech] Wiki page for projects

I've created http://wiki.ucc.asn.au/AdminProjects to keep track of various 
admin-type projects that could be done at UCC. Basically if you've got an 
idea but can't work on immediately (or even if you can), stick it on this 
page so we can all see it. For example, something that should be added 
would be OpenID support for UCC members.
