[tech] Plotter broken

actinic, our plotter, appears to have finally lost enough of its functions 
to be broken.

* The LCD stopped displaying a while ago
* The network interface stopped accepting LPR jobs, also a while ago
* The parallel interface has recently stopped accepting jobs

This means we can no longer print to it.

Things that still work:
* The controls on the front
* The network port (responds to pings and the telnet interface works)

I don't really have any plans for fixing it other than "pull it apart and 
have a look" at some stage. However, this is rather irritating as there 
have been several requests for plotting recently.

(We also owe Fugro FSI a roll of A0 150gsm plain paper.)
