[tech] Moving of all Servers to 2 Racks

After a bit of discussion it may be useful to setup a rack outside of  
the MR, to house Some of the older hardware, And allow for people to  
learn some of the older stuff, Alpha, Mips etc. These could be fired  
up when wanted but not left on for an extended time (days)
