[tech] NetApp setup

The NetApp FAS2020 has finally been setup to work in a reliable fashion.

There's 760GB of usable storage with 20% reserved for snapshots (that
are taken every 4 hours) and double parity setup.

Two controllers are nortel and onetel, nortel has the primary disks,
onetel is basically for failover at this point - if we got a netapp
disk shelf we could make use of that to serve them up.

The storage is mounted via NFS on motsugo:/vmstore for use by the new
VM setup that matches and others are working on.
