[tech] OpenID provider

#ucc was talking about SSO/SAML, and while looking at various providers I 
noticed that quite a few support OpenID as well. Given our current OpenID 
server is quite old, only supports v1 and not really supported any more, 
maybe we should implement one of the following:

http://lemonldap-ng.org/
http://pythonhosted.org/authentic2/

There are others, but they're written in Java (ugh).
