[tech] UCC's UPS

The UPS more than likely isn't the fault. Hopefully. On this nice cool night, we and [MTL] quickly tested the UPS on the Air Con's 15A circuit. And if by magic, it worked.
I am going to talk to guild to get FM to have a look at it for us.
So yeah, probably not our UPS.
