[tech] Mantis (old Neomussel)

Cool idea. But DNS takes a while to propergate. And it seems that mussel 
only wants to respond with Error 400's. I've booted mantis back up, and 
swapped the dns entries back around, but it doesn't seem to have fixed the 
problem.
