[tech] The death of webmail

I've fixed it, I guess it was working before because the
secure.ucc bits were first in the apache config or
something.

I've now made Roundcube the default since it's newer than
horde. Also horde3 gives a sucky login page if you visit
with an ipad, with no UCC link to roundcube.
