[tech] Reset Windows script -- fixes Local Profile on windows

Hi all,
So I made a script: `/home/wheel/bin/ucc-resetwindows`
What this does is take a backup of the targetted users windows stuff,
putting it as a tar-gz in there /away (I.e. the H: drive on windows).
Then resets there Windows folder from the new user skeleton.
A lot of users really don't care about their files -- particularly the
ones that only exist in windows.
As compared to the Documents etc folders that are actually shared
between linux and windows -- this script doesn't touch them
This fixes any kind of wierdness that has occured with permissions and
samba.
Like filesystem corruption,
directories that are cloned getting huge,
not having permission on your own home dir etc.
It probably does not fix windows 10, as that is a WINS issue.
But it does (probably) fix all the windows 7.
It needs a wheel member to run it, like ucc-add user.
Since it goes and modifies another users files.
(Like I guess it could have been written so users can do it for
themselves, but eh.)
Use it, or don't.
