Before you get too far with setting up a fresh dedicated VM...
I used to run a modded 1.11.2 server on hardware Frames set up, running
MineOS. I hand-roll a pack, which I manage using the SKcraft launcher (and
related tools) plus small collection of shell/perl scripts.

*blows dust away, turns UCCcraft#2 server back on*
And still works! Colour me surprised.
Anyway, the machine is overspecced for what's on it, and can comfortably
accomodate another heavyweight modded minecraft server.
Just an option. :P

My must-haves tend to include: AE2, architecturecraft, ender-io, extreme
reactors, hwyla, jei, rftools, the CoFH family, and either voxelmap or
journeymap. I usually also include audiovisual bling in the form of
optifine, better foliage, dynamic surroundings, and sound-filters.
