[tech] Reducing entropy on mooneye - UCC and UniSFA wikis moved from mooneye to mussel

Hi folks

As part of the long term plan to rebuild/replace mooneye, I've moved the UCC and UniSFA wikis across to mussel.

This was mostly a matter of installing the python-moinmoin package, copying the configurations across, making a small path (documented in /etc/moin/README.UCC on mussel) to get the textchas working again, and updating the CNAMEs as appropriate.

I'll give it a couple of days to ensure DNS is properly propogated, and I'll remove the config on mooneye.

Please let me know if there are any issues.
