[tech] Reminder-apocalypse - mailman config changes vis reminders

Hi folks

Following some grumbling on discord due to the mailman upgrade with list 
subscription reminders springing back into action, I've adjusted the
settings on most of the lists at UCC not to send reminders.  The ones
excluded are below (hopefully the list admins are still out there?) and
the log of the changes is attached

For future reference, the reminder cron job should _NOT_ be disabled, but 
the list settings adjusted to not send reminders
