[tech] VPN server operational

Hi all,

The VPN server is operational again. It just needed 
murasoi:/etc/ipsec.conf and /etc/ipsec.secrets to be updated to point to 
the new let's encrypt certificate/key location in 
/etc/letsencrypt/live/secure.ucc.asn.au/

I personally can't get it to work on Windows, but [CFE] says it works for 
him, and I've tested on Android, so let me know if it works for you.
