[tech] uccpass age report (and moved repo)

Hi folks

I've moved the uccpass git repo to:

https://gitlab.ucc.asn.au/UCC/uccpass

uccpass has gained a password age report.   To generate, type:

uccpass age


Sample of output follows:

$ uccpass age 
UPDATED CREATED FILE ANNOTATION
2020-04-26 2020-04-26 UCC/external/foldingathome/passkey Add password for UCC/external/foldingathome/passkey using vi. (10 months ago)
2018-07-04 2017-08-09 UCC/external/he.net Edit password for UCC/external/paypal using vi. (2 years, 8 months ago)
