[tech] Network changes as of 2025-04-15

Hi all!

We've added some new VLANs!
VLAN 202 is the new machine room NAT network, for services that do not need a public IP. This uses 192.168.24.0/22.
VLAN 204 is the new member VM NAT network, for member VMs that do not need a public IP. This uses 192.168.28.0/22.

We've also expanded the member VM range into the top /26 of our IP range supplied by UWA. This uses 130.95.13.128/25.
While the member VM NAT will provide some relief, we still need the extra space as we see huge adoption of our VM services by our members.
