[ucc-announce] UCC Systems outages TODAY (25 May)

There will be a similar outage today, 25 May, from about 2pm. Mussel and 
Motsugo are both getting rebooted for new kernels - warnings will be 
posted on twitter and via wall(1) to the relevant machines.

This will at least briefly affect all UCC services.

Unfortunately the urgent reboot is required for security and functional 
reasons.
