Wacky. Deliberate van Eck phreaking. He's using the monitor to
radiate, which has got to be really ugly on the spurious emmissions :)

There's also an apparent link to Van Eck's (aparrently deliberately
crippled from meory) paper. I thought that the US government classified
it?
