[committee] VPN access for non-UWA librarians

ITS is likely to charge more money than you guys would.

I'm happy to be responsible for keeping track of which person is using
which account.  Also, since I'm hoping to make this cost attendees
nothing, they will have to deal with whatever passwords are assigned
;-)
